  • All speakers must sign this form prior to addressing Council. Prior to the Council meeting and once the signed form has been received the Governance Department will advise what time you will be addressing Council.
  • Council Meetings maybe recorded or livestreamed. Your comments could be made available to the public on Council's website and social media platforms.
  • Council accepts no responsibility for any defamatory or offensive statements made by speakers during any Council meeting which are open to the public
  • Each speaker will be allowed a maximum of three (3) minutes on a listed agenda item.
  • Public addresses to Council must be in respect to matter on the meeting agenda.
  • Privacy & Personal Information Protection Notice - The personal information that Council collects from you is personal information for the purposes of the Privacy and Personal Information Protection Act 1998 (PPIPA).
  • Legal representatives acting on behalf of others must identify their status as a legal representative when applying to speak at the public forum.

Council's Code of Meeting Practice - Public Forums (Section 4)

4.1 The Council may hold a public forum commencing 15 minutes prior to each ordinary meeting of the Council - or earlier if there is a larger number of speakers, with timing to be determined by the General Manager or their delegate - for the purpose of hearing oral submissions from members of the public on items of business to be considered at the meeting. Public forums may also be held prior to extraordinary Council meetings and meetings of committees of the Council. The public forum is to be video recorded and provided to the public along with the recording of the Council meeting.

4.5 A person may apply to speak on no more than three items of business on the agenda of the Council meeting.
